Legal Question in Family Law in Pennsylvania

How do i go about getting the father of my child to sign over his parental right over to me, i have not received child support in 10yrs, never attept to come see the child since he left 10yrs ago. in 2003 he wrote a letter to me saying if i withdraw child support he will sign it over, the thing is he moved from one state to another, currently, he lived in New Jersey. i don't know where to begin, do or go. am on a fix income.

He can't, unless your current husband wants to adopt the child. Otherwise every deadbeat dad would just sign over their rights,
