permits for public basketball courts

I was recently kicked off of a basketball court in Aspinwall Pa due to the fact that i did not have the proper permit to be playing there. The officer who came and asked me to leave said that because i wasn't from the town of Aspinwwall that i was not intilted to play on their courts so instead of fussing i left and i have no idea where to get this permit of why i need one but i asume that this is a new law due to the expensive courts the just set up one the park. My question is this, is it legal to put a restraint like that on a place that is for public use even if the borough does due the mantinece on it.

there is probably some ordinance in the town requiring a permit or being a resident You should go to the local township building for details
