Can a PA employer fine an employee for not meeting the requirement of reporting his categorized hours worked in accordance with company policy?

Yes.. Pa is an employment at will state, so basically an employer can terminate for any reason or no reason at all, so long as it doesn't breach an employment contract and doesn't violate a discrimination law. In this case, it doesn't sound like there is any sort of discrimination, so if there is no employment contract, the employer can terminate.
