Legal Question in Landlord & Tenant Law in Pennsylvania

i rented a house in langhorne pa for 7 mths. The promised repairs such as locks on the windows and GFI outlets in the kitchen. Their is a supposed mold problem in the house. The rug is turnning dark and white fuzz forms on top. Orange mold is present in the basement.

After notifying him about the mold he was not concerned with us or the house.

After investigating the landlord never had an occupancy permit when I was renting. Am I able to get back my 7 mths worth of rent about $6900.00
