Legal Question in Legal Ethics in Pennsylvania

'I ask my current Dr for my medical records and they will not give my my records from my previous DR , I moved from Massachusetts to Pa and want to change Dr they informed me they will not give me my records from MASS , I have already paid $ 50 dollars to the Dr in Mass for the records and also Paid the Dr in PA for my record which consisted of 4 pages , I am entilted to my all my records ?'

Generally yes. Your doctor is entitled to charge you a copying fee, but these records are private as to you, and under HIPPA, you certainly should be entitled to your own medical records, especially if you paid the Dr. in Massachussetts for the records.
