Legal Question in Medical Malpractice in Pennsylvania

Is it illegal for a medical profession to demand a higher payment than what you can afford.

There are rules regarding acceptance of Medicare reimbursements, and insurance contracts, but I am otherwise unaware of any restrictions on payments that medical providers can demand. To the contrary, medical bills are, to my knowledge, the number one cause of bankruptcy. That said, the inability to pay is not a legal consideration in medical emergency care.
