draft dodger

If, during the Viet Nam war, someone left the country after recieving notice to appear at boot camp (as a draftee) were they considered a ''draft dodger'' or a deserter?

...they never appeared on base.

If they had already been inducted and taken the oath of enlistment, they were a deserter. If they failed to report for induction then they were effectively a draft dodger. Remember that President Carter gave a blanket pardon for all Vietnam era draft evaders and I believe for deserters too (although you'd need to check on that last part).
