When does a passenger's Medical Ins. Pay in PA?

If a passender in a car in pa does not have any auto ins, and nobody in his home has auto insurance, do the bill go to the driver's auto insurance company or to the passenger's medical insurance

The driver's auto ins is obligated to pay the med bills, up to the limits of coverage. Ins co is not permitted to do anything bad to its insured if it pays med bills-can't raise rates or refuse to re-insure. If any bills remain unpaid after ins co pays limits, then passenger's med ins co pays.
