Legal Question in Real Estate Law in Pennsylvania

I am trying to acquire a piece of property that is located in front of my house. I have owned my house for 18 years and there has been no buildings on this piece of property during that time. I have cut and maintained this pice of property since I moved into my house and there has not been anyone around that owns it either.

Somebody must own it. After all some one is paying taxes on the property. You can go to the county tax office and find out who it is and what their address is.
