If part of my neighbor's tree falls onto my property, whose responsible for disposing of it?

He should be. That said have you talked to your neighbor about it? Depending on the type of tree it might be usable as firewood. In any case you might ask him just to help if its not a big tree. If it is he might have insurance to cover the cost of removal. Or maybe he has a chain saw he wants to get some use of.

You're neighbors so try to see what you can work out be just talking, but remember while he may be liable doesn't mean he's a bad guy. I don't think he wanted the tree to come down.
