Legal Question in Landlord & Tenant Law in Philippines

Good day! i am a tenant in a boarding house. I am very pissed with our landlord. One of my board mates didn't pay his rental for 2 months but he got a promissory note that he would pay the rental as long as his salary would arrive. the problem is that our landlord is threatening him that he should pay his rental. Our Landlord is not considerate. I do believe that he has psychological defects. Last week, our Landlord called his police friend and trying to frighten my board mate. The problem is, the police just enter our boarding house(without I.D and not wearing uniform) with a gun screaming with threats that came out of his mouth. we are thankful that our board mate isn't there. We are very nervous. The reason of our Landlord is that he just want the girlfriend of our board mate not to sleep and enter his room but the truth is he is very pissed because our board mate didn't pay his rental. Our Landlord said " I think this would be the first time that I can shoot a boarder" what shall I do? I am very afraid. I think that he has mental defects.

Report this alleged police in the PLEB and file a complaint before the barangay against this landlord.
