Legal Question in Landlord & Tenant Law in Philippines

Good day.. hi! i am a tenant on a boarding house near our school here in Iloilo City. i am a student. our landlord is reading our electric bill every month manually. is it rightful? and after he had read it, he just gave us the price of the electricity that we have consumed. we just cant believe that our electricity is gradually rising every month and we don't have other appliances. we have less appliances and how come that we are paying more than 700-800 pesos every month? even a house with many appliances can pay 0nly 500 pesos and ours is just room only and we are not staying in our room the whole day because we have classes. it is hard for me because we are paying more than what we deserve. he didn't even show us how he reads it. its just manually. and if we complain to him, he just get angry and told us that if we don't like his policy in our boarding house we will just leave. We have no choice :-(
