Legal Question in Credit and Debt Law in South Dakota

I recently received a financial statement form from a debt collection agency asking not only for my personal information, but the personal information of a spouse. SSN, employer etc, and it does not have any place for them to sign a release for this info. Is this legal?

Also, all of the debt was incurred more than 3 years before our marriage 7 months ago. The house, vehicles etc are in his name and it can be proven that all items were bought and paid for by him before the marriage. Can they try to take anything from him?

We keep seperate checking accounts also.

You have rights under the Federal Fair Debt Collection Practices Act.
