Legal Question in Family Law in Tennessee

Custody of child whos parents are deceased.

I have a 16 year old sister living in Tennessee with my Aunt. We have the same mother but different fathers. Our mother is deceased and her father is deceased. Her aunt does not want her anymore and wants to kick her out. She has legal custody of her right now and she is collecting social security disability. What would I have to do to make myself her legal guardian? Do I have to get custody or sign over guardianship? I live in Indiana right now so would child welfare have to approve for me to take her or since I am her sister can I automatically take her?
