Power of Attorney for the care of children

My brother has legal custody of his 13 year old daughter she is moving back to Tenn to live with her Mother for the school year. My brother needs to give her temporary power of attorney there are forms on the internet for Power of Attorney for the care of children and they have one for each state would I purchase the Power of Attorney for Tennessee?

Lots of stuff is available on the internet. Some worthwhile. Some worthless. Some downright harmfull.
