if someone writes on the back of a check at the bottom something like.., if you cash,endorse,or deposit this check, then you are obligated to (do something)....is that binding if the check is cashed?

Could be. It really depends upon many factors some of which include, what kind of check, who from, why is the check being given to you, what is written, where, how, why?
