ex-girlfriend won't give back personal belongings

i moved from mi. to tn. to live with my girlfriend,she asked me to leave 8mo.later and wont give back my belongings i brought here.i traded in my vehicle for another and put downpayment.she gave me the remander. she stole the sales reciept from a private seller for my atv. the truck title is in my name.she has all my finacial file's and such.i took this to court for illegal possesion of property.and two judges keep putting a lien on my truck, and won't give me my atv, which was a gift from her.because she stole recipts,they were in my name and was proof of ownership. she also has my mothers boat and wont give it back and title is in moms name.why can't police help me and why do i have to have writ of possesion? please help me i'm going broke.why can't i find justice here? thank you ,
