Legal Question in Technology Law in Texas

Server bannings based on visits to other servers.

I don't know if the US laws are enforced on US servers, but here's the question. Can a person be banned from a server based in Texas, because they also visited another server in the US? The admin of the server based in Texas claims he's banning anyone who visits the second server because of a person he had an arguement with, and that person visits this second server but does not own it. I could understand the banning of one person, but was curious about the banning of everyone else just based on where they go on the internet.

The admin's decision sounds unreasonable, but it is probably legal. If the server is private property then the owner can allow or deny access to people as he sees fit. His reasons don't have to make sense and, unless you had a contract with him in which he agreed to give you access, he doesn't have to explain his decision.
