Can I sue a website for inciting a seizure? Assuming that prior warning for the possibility of this was not available?

Well, you can sue but you won't win. This belongs under product liability law or tort not under computer. Try reposting and maybe some hungry product liability lawyer can think of some novel basis for what appears to be a loser case.
