Credit Card Freud

December 2002, my mother received a phone call from Global Finicial Credit Card promising her a credit card in 7 to 10 days if she paid $222 deposit on the credit card. The card never came. January she called then continued each month there after. April 2003 she requested her money back. Then on April 23rd she called once again and requested her money and they promised her it would be there in 7 to 10 days. April 30th she calls again to check and this time one phone number continues to ring and the other one states that ''all circuits are busy to please try again later'' Does not even say their name any longer. What are her rights and what can she do to solve this matter.

Smells like a scam. Call the police. Contact the United States Post Office, postal inspectors and file a complaint. They are in the phone book in the government pages.
