Child protection

I would like to find out if it is possible to have the parental rights of a biological parent terminated?

The parent has not been a part of the childs life since an abduction in Oct. 2001. The divorce in 2002 gave no visitation rights of any kind, but did order child support. To this day no support has ever been received. The parent chooses to live as a gypsy so trying to get support is impossible. I would like to have a will done so that if anything ever happens to me I know that the courts could see to it that someone responsible and cares for my child already could raise my child. My child was born in Georgia, and my divorce was in Georgia. I have now lived in Texas for five years.

Could you please advise me of my rights and the best route to take at this time.
