my friend who lives in tx, who has been separated over 4 years and does not know where his estranged wife is, wants to know if he filed for divorce, would the judge grant it without her signing papers and how much it would cost?

He would have to get the wife served by publication (see 6.409 of the Texas Family Code). Yes, he can get a divorce without the wife signing anything.
Here in Dallas, he would pay a lawyer around $1500.00 up front.
