Legal Question in Family Law in Texas

Recently 9 year old daughter wants to join youth sports softball. NCP father will not allow child to participate. Daughter will not be allowed to play when he has possession of her. What legal steps can I take? Daughter has stated that she didn't want to go to her father's etc. His first excuse for not allowing was he was too busy working to take her and when that didn't get him out of it changed his excuse to her grades in school being too bad and her needing to work harder on them. Last report card she has all As and one B 87. Her semster average was all As and one B 88. What can I do legally to help her be able to participate when he won't let her on his weekends. He gets her 1, 3, 5 weekend and every Thursday from 6-8pm. Thanks
