My son has raised a child that is not biologically his , she has his last name, but not on the birth record she has left him. Does he have parent rights with her?

No.
And he'll never have to pay child support either.
He could, if he wanted to, file a petition for termination of the real father's rights and for adoption of the child by him (your son).
