Can an employer ask an employee how many more years he plans on working, without providing grounds for a lawsuit?

The problem with all these silly rules about what questions can or can't be asked at a job interview is: enforcement. Even if one of the "cardinal" rules is violated (for instance, you are asked, "Are you Jewish?"), you have to find a lawyer who will take your case. And this won't be easy.
