Payroll Mistakes

I am an independent contractor. I have been consistantly underpaid almost every pay period. Last paycheck was less than half of what I had earned. Last paycheck when the mistak was made they wired the money to my account a few days later. This time they are telling me I have to wait until next paycheck. Is this legal. What can I do?

contact texas workforce commisssion, sue in JP court..but it will not speed up payment if the person or company has no money
