Landlord withholding mail

My landlord and I have had a number of disputes lately (unfair billing practices, losing my lease, charging a pet deposit that I have already paid, etc.) and I have managed to fight and win each dispute. The most recent one (refusing to supply tenants with a keyless deadbolt) got the complex in hot water with some local news channels (they lied to a reporter and I was interviewed on camera about the matter). I feel that these recent disputes might have caused my landlord to delay and even withhold my mail from me.

Recently I have noticed that my mail has been coming days and sometimes weeks late (mail from family members in the state that usually takes two days to get to me and mail through UPS and FedEx with tracking numbers that said they had been delivered days before I received them). The USPS drops mail at the office and the landlord has employees sort the mail and distribute it. Is holding on to my mail for several days/weeks before distributing it still considered withholding mail? And is it even legal for the landlord to distribute the mail?
