if someone on a team uses the team money for personal use and then pays back, can anyone on the team press charges against them or does it have to be the owner of the bank account?

In a criminal case: Anyone can call the police to start a criminal investigation, ultimately the prosecutor must decide whether to proceed with charges. No one with authority over the money needs to formally decide to "press charges".

In a civil case: Only a person with "capacity" (which requires a legal relationship to the stolen property) would be able to pursue a civil suit.
