Legal Question in Personal Injury in Texas

My brother fell while helping a friend in his yard he broke his hip medical bills are 30k and Chas has no job, no money, on food stamps and can barely walk he lives in Texas I'm his older brother I live in Georgia

Chas tried referral services on the phone and nobody would help or really listen, does he have a case can somebody in Houston Texas help him?

Falling alone does not create liability. He must be injured as a result of the landowners negligence to have a cause of action for liability that would be covered under the homeowner's policy. Absent that, there my be a limited medical payments policy that applies but those are very small. The vast majority of accidents are NOT covered by insurance...AND are not the fault of others, such as the neighbor. Why would the neighbor be the cause of the injury?? is this where one believes the government should pey..ie medical bills are not paid ..but thanks to food stamps...
