Legal Question in Personal Injury in Texas

At the Law Firm I work at, we use third parties to help our injuryed clients recover from auto accidents. We sometimes give these third parties a Letter of Protection (LoP). My question is, Is that LoP a legally binding contract to pay and is it illegal to not pay a third party that has a LoP on a case?
