Legal Question in Personal Injury in Texas

Can I sue HUD for selling home with " Chinese Drywall"? Even though HUD is aware of Chinese Drywall situation? Also, can they hide behind "as is" phrase for everything?

HUD may be harder than the Installer, builder, wholesaler, importer, and Chinese manufacturer. Turn in a homeowners claim if you haven't already.
