Legal Question in Sexual Harassment in Texas

Does this situation constitute sexual harassment?

Our 17 yr old daughter's manager (age 28 amd married) at a fastfood restaurant made sexual advances to her (kissed her) which in turn lead to her loss of virginity, not on the jobs premises. Does his position as her 'boss' and/or his age and her position as underage employee constitute a form of sexual harassment? She did not entice him per se' but also didn't report him or his advances. Is it correct that our first step should be contacting the EEOC? At this point, we had her quit her job with no reason given, not wanting her boss or the company to know we were following up on this situation. She has been given STD, HIV and pregnancy tests with the results forthcoming this week. Please advise what our position is in this situation. Thank you.

Was this manager the person in charge of hiring and firing of her?

Also, you may want to look into criminal charges as well.
