Legal Question in Traffic Law in Texas
I was mailed a citation for running a red light in League City, TX. The citation was issued via photo enforcement. I can prove I was not operating the vehicle at the time of the infraction. I have requested a hearing. Can I be held responsible?

This is a criminal case.
They must show beyond a reasonable doubt that you ran the red light. If you prove that you were not driving the vehicle at the time you are not guilty.
However, you need to think about the cost of paying the ticket versus the cost of hiring an attorney to go to court for you.
