Legal Question in Immigration Law in Ukraine

Hello ! My father is Ukrainian citizen. My father is in America NJ for 10 years.He lived in Canada and then he got to America through Canada illegally. He works and pays the insurance and do not commit crimes and do not break the law. Can he become an American citizen ? And in general if this is possible under U.S. law ? Help me plese and i appologize for my bad English/ Thank You.

In general, yes, foreign citizens who are eligible can become residents of the USA and later citizens.

Based on the facts in your post, I do not see how your father can become a USA citizen or a resident, unless you didn't provide all relevants details . A person must establish eligibility for residency first. Then, if approved and after meeting all citizenship requirements, one can apply for US citizenship. Being in the USA for 10 years doesn't grant him residency or citizenship by itself.
