how can internet staulkers be detected and prevented?

Without knowing a lot more information from you, it's difficult to determine what sort of advice I can give you. If someone is threatening you over the internet, you should contact the police who usually have an internet crimes task force who can investigate. If you are getting unsolicited emails, contacts, etc. from certain individuals, you can generally block such emails through your internet provider and report the same to your provider.
