Legal Question in Legal Ethics in Utah

Is this concidered fraud?

my husband and i paid a past due bill and the company took our $235 WITHOUT telling us that it was bought by collectors. so now i have talked to the collectors and they said that the company we paid HAS to give them the money before they will get off of our credit. Now, the company that we DID pay, are they commiting fraud by keeping the money and not paying the collectors their money? And is the collector commiting fraud for threatening to stay on our credit report until the other company pays them, when we have nothing to do with it anymore?

Tell both agencies that they are in violation of the Fair Debt Collection Practices Act and if the error is not fixed within 10 days that they will be sued in Federal Court, along with the original payee.
