Legal Question in Traffic Law in Utah

I have some questions, was ticketed on a street due to an ordinance that the streets must be cleared of cars for snow removal from Nov 1th April 27th. The road was not posted with this ordinance.

Is there an asummption that a citizen knows the city traffic ordinances?

How does city government notify citizens of new ordinances?

Does the city government have to provided sufficient and comprehensive means for all citizens to be aware of the law.?

And what does "sufficient and comprehensive means" entails?

Actually, there is a presumption that citizens are aware of the law. All federal, state, and local laws and ordinances are open to the public and the old adage "ignorance of the law is no excuse" applies. Since we have a representative form of government, the citizenry is charged with the knowledge of what laws are presented and passed by their legislators and city councilmen.
