Legal Question in Family Law in Vermont

stuck on what to do next

Well where do i begin i have been going thru a case with the department of children and families involving a case with my children i have not seen them in 5 years as well as there has been no court action or results with trying to get them back. I have been substanciated with the department but they have admitted to the human services that there is no circumstancial evedence to exist to bring me to court. I have filed an appeal to have my name expunged from the office registry but i am lost on what i should do next in regards to me not being able to be expunged in which came in a letter recently. when i asked why dont we just take this to court i got a refusal. what do i do
