Legal Question in Disability Law in Virginia

The Virginia Division of Child Support Enforcement is refusing to disperse my child support payments to me because they are, after nearly 10 years, insisting I am a client of the State of North Carolina. I am not a client of the State of North Carolina, and in fact, North Carolina has already notified Virginia of this fact. Virginia insists that I must become a client of North Carolina in order to receive the payments as I am a client of North Carolina for an entirely separate case. Is Virginia, given that I am in fact their client, allowed by law to withhold my child support payments from me?
