Legal Question in Administrative Law in Virginia

My daugther's boyfriend wants to attend the Honor Academy in TX. It is a Christian institution that teens live in for a year and learn about God and His ways. My question is this. This young man needs to do fund raising to earn the tuition and expenses to go there. He wants to go door to door and sell cookies and various things to make his tuition, pay his rent and phone bill and car insurance while he is there. It is legal for him to go door to door to do this type of fund raising? If it is not, what is the penalty if he does this. He says he thinks it is okay because it is a Christian place he want to go. I told him I didn't think it was because he was getting donations for his personal use to go there and for his expenses while he is here, and that he is not tax deductible for that. Please let me know what is legal if this is not, so that he does not get into trouble doing this.

The Honor Academy encourages these teens to do fund raising event to earn their tuition.

This kind of door to door to solicitation may be subject to local ordinances (city or county) and in some jurisdictions may be prohibited(whether it's for "a Christian place"or not). Before he starts making his rounds to solicit funds for this purpose, the young man would be well advised to determine what local ordinances regarding door to door solicitation may apply to the areas in which he intends to work.
