check cashing
if a check is made payable to a merchant for services less than the amount of the invoice due to a dispute in what the fee should be. if the merchant cashes the check is it considered payment in full?

Not for purposes of resolution under commercial law. You would need to advise the merchant that the payment was paid in full and preferably note on the check that it is PAID IN FULL and identify the account.
