Legal Question in Family Law in Virginia

I filed a show cause for non payment of spousal support 4 months ago and it has not been put on the docket yet. When I called the court house they told me I had to pay a $24.00 fee to have the papers served. I have been in court for the same reason for 4 years and never had to pay a service fee. Is there a fee to have papers served in Virginia?

Normally, $12.00 for each party served by the Sheriff's Department.
