what are the consequences of an incarcerated person not having a power of attorney

If the incarcerated one has not assigned a POA to another person to act in his/her behalf outside of the prison with respect to a variety of issues which could be of an important financial, medical, custodial, or other nature, then his or her wishes with respect to such issues could go unaddressed until the person's release from incarceration---which by then could be too late to effectively deal with them.
