Social Services drug testing parents

Is it legal to for Social Services to drug test parents with no reason to believe?

The Virginia Department of Social Services has no indpendent authority that I'm aware of to require drug testing of anyone. However, the Department or its agency representatives may request that such tests be ordered by a court of appropriate jurisdiction(usually J&DRDC)quite often as an incident to a matter already before the court

involving the DSS pursuing allegations of abuse and/or neglect of a child or, perhaps, in another matter such as the pending adoption of a child who is a ward of the Department.
