Legal Question in Civil Litigation in Virginia

dept

My Nephew owes me money I made him sign a paper that states he owes me $100. my question is if he does not pay can I take him to court. He is 17 and I heard agreements are not legal if they are done with someone under the age of 18. Is this true for my case.
