can a landlord refuse to allow you to see your electric bill, if it is still in their name? or even make you pay it, if they refuse to let you see it?

If the lease makes you responsible for all utilities (including the electricity), then,

yes, you would certainly have a right to inspect any bill that you are expected to pay.
