Can I write and sign a subpoena duces tecum (as a Pro Se Plaintiff) in the state of Virginia or does the court clerk need to stamp and authorize the subpoena for me?

Yes, the SDT must issue forth from and under the auspices of the clerk's office of the court having jurisdiction over the matter at issue.
