Legal Question in Immigration Law in Virginia

I am Permanent Resident of US(currently in process of getting citizenship) , my wife is F1 student. Her family traveling to visit us on visitor visa few times a year. If they will buy a property in US for cash(house $200k-$300k),will they be able to obtain some kind of permanent visitor visa or residential status in US?

A better way for them is to invest in a regional center, which several are available in the area, the visa is under the EB5 visa category.
