Legal Question in Employment Law in Virginia

My company is implementing Market Based Compensation (MBC) and my current director role has been downgraded to manager, which feels more like job elimination indicating a severance package would be appropriate. How can I prove that this is a cost cutting tactic so packages do not have to be paid?
