Legal Question in Personal Injury in Virginia

I took my son and his friend and friend's sister to an indoor pool last summer. The sister got dizzy and short of breath. They gave her oxygen at the pool but they called an ambulance when she said she had chest pains. The girl's parents didn't have insurance and now the pool is saying that they are not responsible for the ambulance cost or the cost of the hospital. While at the pool, the head lifeguard said she was probably dizzy because the clorine content in the air was so high. (We had all been coughing due to this.) Aren't they responsible for medical costs for something that happened at their pool?
